Tender for Local Consultancy

EU/CoE Programme “Support to the Judicial Reform in Georgia”, co-funded in the framework of Partnership for Good Governance (PGG II) Project is announcing a Tender Procedure for Local Consultancy.

Local Consultancy envisages assessment of the Georgian Bar Professional Adaptation Programme started from 2018 and aiming at preparing newcomer lawyers for the profession of an advocate before they are admitted to the Bar.   

The objective of the provision of Local Consultancy service is to inquire and assess efficiency of the Professional Adaptation Programme, to potentially identify gaps and ways of handling them. The detailed information regarding assignment and tender procedure are given in the corresponding files.

Companies and natural persons interested in the above-mentioned are kindly invited to participate in the Tender Procedure. The requested documents should be submitted electronically to the e-mail address [email protected] till 21 December 2020 included.

  • To support the implementation of the Judicial Reform Strategy
  • To contribute to an improved functioning  of the judiciary in Georgia, in line with Council of Europe standards of judicial independence, transparency, accountability and efficiency
  • Through the provision of legal expertise, networking and exchange of best practices with Council of Europe consultative and expert bodies and its  Member States
  • In partnership with the national authorities and in close cooperation with other stakeholders, such as independent experts, civil society organisations, academia and international organisations supporting judicial reforms in Georgia
  • Through a tailored approach to knowledge, skills and capacity improvement
  • By building the ownership through the institutionalisation of the changes promoted
  • The budget for the project is 1,550,000 Euros.
  • The project is funded by voluntary contributions of Bulgaria, Liechtenstein, Lithuania, Latvia, Norway, Slovakia and Sweden to support the implementation of the Council of Europe Action plan for Georgia 2016-2019.
  • Expert assessments, opinions and recommendations on the legal and institutional framework governing the judiciary, as well as country-specific studies and publications
  • Workshops, training sessions, conferences and study visits
  • Peer-to-peer dialogue and,  consultations and round-table meetings
  • Translation and dissemination of recommendations, opinions and other relevant documents issued by Council of Europe bodies    
  • All activities aspire to be conducted through a Human Rights Based Approach, including gender and minorities rights mainstreaming, with recommendations for implementation.

The project is implemented by the Council of Europe’s Legal Cooperation Division of the Justice and Legal Cooperation Department, Directorate General of Human Rights and Rule of Law together with the Council of Europe Office in Georgia.
