Interagency cooperation on data collection and analysis of hate crimes continues

The Council of Europe Office in Georgia supported a working meeting on July 4, 2023, to discuss amendments to the memorandum on data collection regarding hate crimes and analyse the unified report of statistics. The meeting gathered representatives from the Ministry of Internal Affairs, Prosecutor's Office, Special Investigative Service, the Supreme Court, and the National Statistics Office.

During the meeting, the participants discussed the analytical report of the data collected between 2021 and 2022 and reached an agreement on the final format of the analysis document. Additionally, they deliberated on the changes that need to be incorporated into the memorandum of understanding for the collection of data on hate crimes. One of the modifications agreed upon during the meeting was the inclusion of the Special Investigation Service as one of the participating agencies.

In 2020, a memorandum of cooperation on the collection of data on hate crimes was signed by the Supreme Court, the Office of the General Prosecutor, the Ministry of Internal Affairs, and the National Statistics Office of Georgia. The collaborative effort to enhance hate crime data collection included engagement from both state and non-state actors who actively contributed to the process.

This activity is implemented in the framework of the Project “Promoting the Effective Protection of Equality and Non-Discrimination in Georgia.” The Project is funded through the Council of Europe Action Plan for Georgia 2020-2023.
