Strengthening Ukrainian Law Enforcement Agencies During War and Post-War Period - Phase II
The main objective of the project is to ensure continued assistance to the Ukrainian law enforcement agencies (LEAs) to create the necessary preconditions to implement European standards and apply best practices that strengthen effectiveness of investigations of human rights violations, including in the context of the ongoing war.

Law enforcement representatives are better equipped to align policies and practices with European standards
Representatives of law enforcement agencies have an increased capacity to effectively investigate human rights violations in the context of war, including violations of international humanitarian law 3) Professional and operational capacities of law enforcement officers and prosecutors regarding prevention and effective investigation of torture and ill-treatment is enhanced
KEY ACTIVITIES
Assisting LEAs to ensure their functioning in line with the Council of Europe standards, including in the context of war;
Assisting LEAs to apply due standards and approaches in investigating human rights violations and war crimes;
Supporting institutional capacity of LEAs, thus they continue to function efficiently with due context of the ongoing war challenges;
Supporting LEAs in ensuring that standards are met despite the ongoing war in Ukraine and non-war related crimes are duly investigated and the efforts in combatting ill-treatment are further pursued;
Providing innovative solutions in war-related context, knowledge and skills to LEAs staff, disseminating their unique experience;
Delivering expertise in the context of regulatory changes related to LEAs’ functioning, including in the context of Ukraine’s EU accession;
Assisting the investigating, operative, expert staff of the LEAs to have sufficient knowledge, skills to collect evidence and investigate crimes, including through their access to uninterrupted in-service training
