Strengthening the human rights compliant criminal justice system in the Republic of Moldova phase II
The main objective of the project aims to enhance the protection of human rights for the population of the Republic of Moldova by fostering an effective and functional criminal justice system in line with the European human rights standards.

1. Institutional independence and operational capacity of the prosecution service is strengthened in line with the Council of Europe standards and best practices.
2. Criminal justice stakeholders apply human rights guarantees to criminal proceedings and a more humanized approach to criminal sentencing.
3. The capacities of the Government Agent in executing judgments of the European Court of Human Rights are strengthened.
4. Stakeholders, implementing external monitoring, are more effective in prevention of human rights violations within the criminal justice system.
Key Activities
- Support the Prosecutor’s Office to enhance its functional and operational capacities to ensure an efficient service and to promote the independence of the institution and prosecutors.
- Support the criminal justice actors to apply more non-custodial measures at the pre-trial stage of criminal proceedings.
- Support the criminal justice actors to apply more humanised approach to sentencing.
- Support the Office of the Government Agent to strengthen its capacities and inter-institutional co-operation to enable the execution of the judgments of the European Court of Human Rights.
- Support the Ombudsperson Institution and the National Preventive Mechanism to improve their capacities in addressing the human rights violations in criminal justice sector.
