The Project is a part of the continuous endeavor of the Council of Europe to support Armenia in the effective implementation of the European human rights standards with a specific focus on the issues related to the  right to freedom assembly, prohibition of torture and inhuman or degrading treatment or punishment; effective domestic remedies as prescribed by Article 13 of the ECHR; improved national practice regarding the protection of rights in criminal proceedings in the context of detention and right to cross-examination. The main objective of the project is that the European Convention on Human Rights (ECHR) is better implemented, and the protection of the human rights is enhanced in Armenia for the benefit of the general public.

  • The exercise of the right to freedom of assembly as prescribed by Article 11 of the European Convention is ensured by excluding undue and disproportional interferences.
  • Criminal justice stakeholders ensure prohibition of torture and inhuman or degrading treatment or punishment.
  • Effective domestic remedies as prescribed by Article 13 of the European Convention in the context of the enforcement proceedings are ensured at national level.
  • The national practice regarding the protection of rights in criminal proceedings in the context of detention and right to cross-examination is further revised and aligned with the European standards.
  • Interagency committee’s efforts on overseeing the execution of ECtHR judgments are further enhanced and coordinated.

The Project implementation will be based on a combination of concrete tailor-made activities, including expertise, analytical reviews, substantive and methodological recommendations, capacity building and other follow-up measures, to respond to the needs of the Armenian stakeholders.  The Project’s implementation will be also based on the findings of violations identified in the judgments of the European Court against Armenia, the reports of the Council of Europe bodies and other international organisations and structural problems identified in the relevant decisions and/or interim resolutions of the CM.
