Senior representatives from the State Advocate’s Office, the State Cadaster Agency, and Agency for the Treatment of Property held a constructive discussion on legal and institutional challenges surrounding property registration in Albania and how to comply with the jurisprudence of the European Court of Human Rights. The meeting, organized with the support of the European Union and Council of Europe, focused on the draft findings of the Analytical Report, supported by the D-REX III action, on the legal and institutional framework on property registration in Albania, designed to support the State Advocate’s Office, in its role as the Government Agent, in preparing an Action Plan for the effective execution of the European Court of Human Rights (ECtHR) judgment in the case of ‘Ramaj v. Albania’.[1]
Giulia Re, Head of the Council of Europe Office in Tirana, attended the meeting underscoring the institutional importance and continued support of the Council of Europe in the execution processes of the Court’s case law on Albania. In addition, the participation of colleagues from the Department for the Execution of Judgments of the Council of Europe, further highlighted the significance of this meeting as part of a co-ordinated effort to ensure alignment with European human rights standards.
The Analytical Report, prepared by Council of Europe expert Aulona Hazbiu, outlines key recommendations to improve institutional co-ordination, enhance the implementation of domestic legal framework, and align practices with ECHR standards. Discussions focused on practical steps for implementing the recommendations, assigning responsibilities, and defining a roadmap for the development of the Action Plan. The exchange also contributed to reinforcing inter-institutional co-operation.
This activity is part of a broader objective supported by the European Union and the Council of Europe, to strengthen domestic capacities for the effective and timely execution of ECtHR judgments in Albania, particularly in complex property-related cases. It is conducted in the framework of the action on Improving the protection of the right to property and facilitating the execution of ECtHR judgments in Albania (D-REX III), co-funded by the European Union and the Council of Europe and implemented by the Council of Europe under the Horizontal Facility for the Western Balkans and Türkiye programme.
