State Cadaster Agency adopts new communication strategy for more transparency and efficiency

The State Cadaster Agency (the Cadaster) of Albania has adopted its first Communication Strategy, marking a major step towards greater transparency, efficiency, and citizen engagement. Developed with the support of the European Union and the Council of Europe, the Strategy will further enhance the Cadaster’s public outreach, improve institutional transparency, and communication with titleholders, which will ensure clearer and more accessible information on property-related matters in Albania.

The launching event gathered in Tirana senior representatives from central and local institutions, as well as experts from the public and private sectors. From the perspective of the State Cadaster Agency, Lorena Goxhobelli, Director General, emphasised that the strategy represents a first but crucial step towards strengthening the institution’s relationship with the citizens. She highlighted that ensuring legal certainty in property rights is at the core of the Cadaster’s mission, and transparent, effective communication is essential for achieving this goal.

In her address, Giulia Re, Head of the Council of Europe Office in Tirana, emphasised the Council of Europe’s crucial role in strengthening the capacities of institutions responsible for consolidating property rights in Albania, highlighting its support as instrumental in helping the Cadaster to adopt modern communication practices, and ensuring that property-related information is delivered clearly, proactively, and effectively.

Cinzia Tarletti, Head of Section for Rule of Law and Good Governance at the European Union Delegation to Albania, stressed the EU’s firm commitment to supporting good governance, the rule of law, and transparency in Albania. She highlighted that effective property rights are fundamental to a well-functioning democracy and market economy, and that enhancing public communication is key to improving citizens’ trust in institutions. She further underlined that the EU’s support to the Cadaster is part of a broader effort to strengthen property rights and the rule of law, bringing Albania closer to European standards in public administration and governance.

The event also served as a platform for constructive and open discussions, where key stakeholders exchanged views on the next steps for implementing the strategy. Participants underlined the importance of the Cadaster's continued commitment to citizen-oriented services and stressed the need for greater transparency in providing property-related information.

Through the action on Improving the protection of the right to property and facilitating the execution of ECtHR judgments in Albania, the European Union and the Council of Europe are working closely with the Cadaster to modernise its operations, strengthen institutional communication practices, and provide the Agency with the necessary tools to engage more effectively with the public and key stakeholders in accessing their property rights.

The adoption of this first-ever Communication Strategy is more than just a procedural milestone, as it represents a commitment to progress, ensuring that property rights are better understood, more effectively protected, and more accessible to all Albanian citizens.
