Right to Education and environmental protection in legal practice – training for law professors in Bosnia and Herzegovina

The right to education under the European Convention on Human Rights and its interconnection with environmental protection was the central theme of a two-day training workshop for law professors in Bosnia and Herzegovina, held on 3–4 July in Trebinje.

The training, designed for professors from public law faculties who had previously participated in a “train-the-trainers” programme on human rights standards, comprised both theoretical and practical sessions. These were led by Constitutional law and Supreme Court experts and explored key issues including the general principles underlying Article 2 of Protocol No. 1 to the European Convention on Human Rights (Right to Education), the balance between academic freedom and state regulation, and the interplay between individual rights and responsibilities within educational frameworks.

Participants also examined environmental protection as a human rights standard, including when talking about the right to education - specifically the procedural and participatory rights and their application in the context of environmental protection.

These topics were discussed with reference to real-life case examples from the jurisprudence of the European Court of Human Rights. The training aimed to strengthen law professors’ understanding and practical application of the European Convention on Human Rights, with a focus on the link between the right to education and environmental protection. By equipping them to pass this knowledge on to their students, the training contributes to shaping future legal professionals who will apply these standards in practice and promote participatory rights.

The training programme was organised within the framework of the Council of Europe project Support to a Coherent National Implementation of the European Convention on Human Rights and Facilitating the Execution of Judgments of the European Court of Human Rights in Bosnia and Herzegovina, with support from the regional project Human Rights and Sustainable Environment in South-East Europe.
