Our project facilitated a study visit of representatives of the Constitutional Court of Kosovo* to the Constitutional Court of the Republic of Türkiye. The three-member delegation of the Constitutional Court of Kosovo* consisted of the Secretary General, Head of the IT Unit, and IT Officer.
The visit aimed to foster peer learning and professional exchange between the two courts, focusing on practical aspects of case processing and case management. Discussions centered on the development and use of advanced IT tools in the Turkish Constitutional Court (TCC), as well as broader operational areas such as handling of individual complaints, execution of judgments, case registration and archiving, communication practices, protocol, and international cooperation.
TCC experts presented in detail their electronic case management system, integrated into the UYAP Lawyers Information System Portal — a judiciary-wide digital platform operated by the Ministry of Justice within Türkiye’s national e-governance system. This platform enables judges and lawyers to efficiently track cases through all procedural phases, from admissibility decisions to final rulings and publication. It also facilitates monitoring of judgment execution, as all courts and relevant public institutions are connected through the unified electronic network.
During the visit, TCC representatives introduced their newly launched digital application system, which allows lawyers to submit constitutional complaints online. Notably, the first-ever online complaint was submitted on 1 October, coinciding with the working session between the two courts — a milestone warmly welcomed by all participants.
The courts’ IT experts also exchanged views on cybersecurity, website and case-law database maintenance, integration with mobile applications, and data storage and backup solutions. Special attention was devoted to the development and practical use of artificial intelligence (AI) tools for drafting case summaries, which could substantially improve efficiency for judges-rapporteurs and legal staff. The experts agreed to continue collaboration through follow-up online meetings to share experiences on introducing AI-based solutions in judicial workflows.
Beyond IT discussions, the delegation held fruitful meetings with the Department for Execution of Judgments, responsible for monitoring implementation of TCC decisions and overseeing retrials, redress, and compensation in cases of rights violations. Further productive exchanges took place with the Departments of International Relations, Communications, Registry, and Individual Applications, offering valuable insights into the TCC’s institutional practices and operational models.
This visit marked another step forward in the close and lasting cooperation between the Constitutional Courts of Kosovo* and Türkiye. The three days of joint work were marked by constructive dialogue, mutual trust, and a shared commitment to advancing constitutional justice.
