Conference on digitalisation and use of Artificial Intelligence tools in judiciary

On Monday 3 March 2025, a conference was held in Zagreb in the framework of the project “Paperless commercial courts in Croatia” (Project) to exchange best practices from an international and Croatian perspective vis-à-vis paperless workflows and digitalisation in commercial courts, and European treaties on the use of Artificial Intelligence.

The Conference brought together Croatian Minister of Justice Damir Habijan, presidents and judges from Croatia’s Supreme Court, the High Commercial Court of the Republic of Croatia, Croatian commercial courts and the Hellenic Council of State, as well as representatives of the Croatian Ministry of Justice, Public Administration and Digital Transformation, the Reform and Investment Task Force (SGREFORM) and the Council of Europe. Also present were representatives of the IT and business community, the Croatian Bar Association, the Croatian Association of Court Experts and Appraisers, the Croatian Association of Court Interpreters and Translators, the Croatian Association of Bankruptcy Trustees and other parties involved in court proceedings.

The conference featured an international focus. Konstantinos Koussoulis, Vice President of the Hellenic Council of State, presented insights on the integration of digital tools within the Greek judiciary and potential use of artificial intelligence. Irina Orssich, the Head of Sector for AI Act Governance and Regulatory Policy of the European Commission, offered an in-depth overview of the EU Artificial Intelligence Act. Anamarija Mladinić, Head of Sector for EU, International Cooperation, and Legal Affairs of the Croatian Data Protection Authority, provided a presentation on the Council of Europe Framework Convention on Artificial Intelligence.

Since its launching in September 2024, the Project has applied a three-faceted approach in analysing the legislative, IT and business aspects pertinent to commercial courts, which are at the forefront of innovation in this area, enabling the transition to fully paperless workflows. The Project is co-funded by the European Union via the Technical Support Instrument, and implemented by the Council of Europe, in cooperation with the European Commission.
