Projects: Further strengthening the Probation Service in Armenia and Further strengthening the protection of the rights of persons deprived of liberty
The participants include representatives of the Ministry of Justice, Penitentiary Service and Probation Service.
* The study visit is designed as a three-day structured learning exchange with Latvian counterparts, focusing on the exchange of experience and good practices on conditional release, prison and probation management, and rehabilitation. The visit meets the objectives of both projects: advancing work on pre-release procedures and strengthening the protection of the rights of persons deprived of liberty, and further enhancing institutional capacity in offender supervision, rehabilitation, and social reintegration. The visit aims to contribute to the development of more humane, effective, and human rights-compliant pre-release and probation systems in Armenia.
Roundtable discussion on multi-agency co-operation and co-ordination in domestic violence cases within law enforcement

Project: Ending violence against women and promoting gender equality in Armenia – Phase II
The participants include senior staff of the Police and Investigative Committee of Armenia.
* The aim of the event is to discuss strengthening inter-agency co-operation in responding to domestic violence. Discussions will focus on information sharing, victim-centred approaches, and improving the institutional response. Local consultants will lead sessions on key challenges and opportunities for enhanced co-operation, Armenia’s international obligations, relevant standards, and the implications of the recent European Court of Human Rights judgment in H. Khachatryan v. Armenia.
Workshop on strengthening labour rights and human capital management capacities of Civil Society Organisations

Projects: Strengthening human rights safeguards for the displaced population in Armenia and Enhancing social human rights in Armenia
The participants include representatives of refugee-supporting civil society organisations.
* The aim of the workshop is to strengthen the institutional capacity of refugee-supporting civil society organisations in Armenia by enhancing their knowledge and practical skills in human capital management, labour rights, and labour law compliance. The workshop will support CSOs in improving internal organisational practices, promoting people-centred management, and ensuring compliance with national labour legislation and the standards of the European Social Charter.

Project: Local governance in Armenia
The participants include representatives of the Ministry of Territorial Administration and Infrastructure, international organisations, civil society organisations, communities, and governance experts.
* The Community Consultation Initiative meeting will provide a platform to discuss legal regulations on local land management and planning in Armenia. The discussion is expected to contribute to more effective land management processes at community level.
HELP Course on “Mental Health and Human Rights” and certificate award ceremony
5 June, Yerevan
Project: Protection of human rights in Biomedicine III
The participants include around 60 healthcare and legal professionals working in the field of mental health.
*The event will mark a launch a tutored version of the Council of Europe HELP Course on Mental Health and Human Rights for two additional cohorts of healthcare and legal professionals. Certificates will be awarded to participants who successfully completed the course in the previous four cohorts. The activity is expected to further strengthen the application of human rights standards in mental health-related legal and healthcare practice.
Training for enforcement officers on the new Law on enforcement proceedin
5 June, Yerevan
The participants include around 30 enforcement officers.
* The aim of the training is to equip enforcement officers with a solid understanding of the new Law on Enforcement Proceedings and its innovative approaches. It is expected to support effective and rights-compliant practices, contributing to the execution of the Avakemyan v. Armenia group of judgments and to addressing issues related to lengthy proceedings and delays in the enforcement of court decisions.
Training of Trainers on the intervention programme for perpetrators of domestic violence
8-12 June, Yerevan
Project: Ending violence against women and promoting gender equality in Armenia – Phase II
The participants include representatives of the Ministry of Labour and Social Affairs, the Probation Service, and professionals from civil society organisations with a mandate to implement domestic violence perpetrator programmes.
*The aim of the training is to strengthen the capacities of facilitators and professionals involved in the implementation, monitoring, and supervision of domestic violence perpetrator programmes. Based on the Armenian Intervention Programme curriculum and relevant European standards, it is expected to support the safe, effective, and accountable delivery of such programmes.
Tailored capacity-building sessions for community social workers on psychological support and assistance to children
12-13 June, Yerevan
Project: Protecting the rights of children in Armenia
The participants include community social workers and other professionals from Shirak and Aragatsotn marzes, as well as representatives of the Ministry of Territorial Administration and Infrastructure.
*The aim of the training is to equip community professionals working with children affected by trauma with practical skills in the area of mental health and psychosocial support. Using tailored training materials, including a dedicated manual on Mental Health and Psychosocial Support, the sessions are expected to support more effective identification of, and response to children’s protection needs at the community level.
Training sessions for police staff on personal data protection during police operations in line with the relevant European standards
23-24 June, Tsaghkadzor

The participants include 23 police officers.
*The aim of the training is to strengthen the knowledge and practical skills of police staff on personal data protection during police operations. It is expected to support more consistent practice in daily police work, procedures, and decision-making, in line with relevant European standards.
Capacity building session for Migration and Citizenship Service staff on the practical application of behavioural science
23-24 June, Yerevan
Project: Strengthening human rights safeguards for the displaced population in Armenia
The participants include around 20 middle- and senior-level managers of the Migration and Citizenship Service.
* The aim of the event is to introduce practical tools from behavioural science that can be applied in the daily work and decision-making processes of the Service, while helping participants better understand behavioural patterns and biases that may affect institutional processes, staff behaviour and interactions with displaced persons in sensitive contexts.
Three regional workshops on the importance of exercising the right to vote
24-26 June, outside Yerevan
Project: Local governance in Armenia
The participants include representatives of local communities and local media.
* Three regional workshops will be organised in northern, central, and southern Armenia to promote voter education and raise awareness, particularly among youth and vulnerable groups of the importance of exercising the right to vote. The workshops are expected to raise awareness of electoral participation as part of the broader right to participate in local public affairs, in line with the European Charter of Local Self-Government and its Additional Protocol, and support wider dissemination of voter education messages through community actors and local media.
Workshop for Health and Labour Inspection Body on occupational safety and health standards in line with the European Social Charter
26-27 June, outside Yerevan
Project: Enhancing social human rights in Armenia
The participants include 26 inspectors from the Health and Labour Inspection Body.
*The aim of the workshop is to strengthen inspectors’ understanding of occupational safety and health (OSH) standards under the European Social Charter and relevant European practices. Through exchanges with national and international experts, participants will be supported in identification of legislative and implementation gaps, and in exploring practical steps for more effective application of OSH standards in Armenia.
Simulation training for judges and court staff on media communication and responding to misinformation, disinformation and hate speech
24-26 June, Constitutional Court of Armenia
Project: Support to the development of constitutional justice in Armenia in line with European standards
The participants include staff of Constitutional Court.
* The aim of the training is to strengthen the capacity of judges and court staff to communicate effectively with the media and the public. Through practical exercises and discussions, participants will be better prepared to respond to misinformation, disinformation and hate speech in their public communication, in a manner consistent with judicial ethics, independence and integrity.

Workshop on media coverage of elections organised jointly with the Commission on Television and Radio of Armenia

Project: Promoting freedom of expression, media and access to information in Armenia
The participants include representatives of the audiovisual media service providers (TV and radio) in Armenia, Central Electoral Commission, Human Rights Defender Office, observation missions.
*The aim of the workshop is to familiarise audiovisual media service providers with the legal framework governing the pre-electoral campaign, the Television and Radio Commission’s monitoring and reporting procedures, as well as to discuss the opportunities and risks that artificial intelligence may bring during the pre-election period. It also seeks to strengthen the capacities of these providers to ensure responsible, accurate, and impartial coverage throughout elections.
Training for the 1st target group of enforcement officers on the new law on enforcement proceedings

The participants include enforcement officers.
*The training aims to equip the first target group of enforcement officers with a solid understanding of the new Law on Enforcement Proceedings, including its innovative approaches. It seeks to improve practices in line with Articles 6 and 13 of the European Convention on Human Rights, contributing to the effective execution of Avakemyan v. Armenia judgments and addressing issues related to excessive length of proceedings and delayed or non-enforcement of national court decisions.
Study visit to the UK Supreme Court and the UK Ministry of Justice

Project: Support to the development of constitutional justice in Armenia in line with European standards
The participants include the President of the Constitutional Court, judges of the constitutional court, advisers to the Constitutional court.
* The aim of the study visit is to to exchange with relevant judicial and institutional counterparts in the United Kingdom on matters related to the functioning of higher courts, institutional communication, judicial administration and the provision of legal and administrative support to constitutional and supreme judicial bodies. The study visit will provide an opportunity for the delegation to meet with relevant counterparts and institutions and to exchange experience and good practices in judicial leadership, governance, and the administration of justice. It will also include a visit to the Supreme Court of the United Kingdom with sessions on its structure, communication, case-law management, and the impact of artificial intelligence.
Tailored training for the selected 3rd and 4th groups of police guards on the new law on Police Guard

The participants include representatives of the Ministry of Internal Affairs in each of the two selected groups.
*Following the adoption of the new law on Police Guard, the training aims to support its proper implementation by providing guidelines and materials to Police guards, while strengthening their capacity to ensure that policing practices are compliant with Article 11 of the European Convention on Human Rights, which protects freedom of assembly.
A training session on ethical rules for healthcare professionals from Kotayk region

*The aim of the training is to strengthen participants’ ability to make and apply ethical decisions in healthcare practice, including in relation to patient autonomy, informed consent, confidentiality, and professional integrity, thereby contributing to higher quality, patient-centred and rights-compliant healthcare services.
A roundtable discussion on the rights of older persons and the prospects for ratifying Article 23 of the European Social Charter

The participants include representatives of the Human Rights Defender’s Office, Ministry of Labour and Social Affairs and relevant CSOs.
*The aim of the round table is to facilitate dialogue among key stakeholders on strengthening the protection of older persons’ rights, with particular reference to the standards of the European Social Charter, and to identify priority actions for their effective implementation at the national level.

Roundtable: Launch of the Gap Analysis Report on Compliance of National Legislation with the Lanzarote Convention

Project: Protecting the Rights of Children in Armenia
The participants include representatives of the ministries who contributed to the preparation of the Gap analysis report, including the Ministry of Internal Affairs, the Ministry of Justice, the Ministry of Education, Science, Culture and Sports, the Ministry of Labour and Social Affairs, as well as the Human Rights Defender’s Office, the Investigative Committee, representatives from UNICEF Armenia and several CSOs active in the field of child sexual violence.
* The aim of the roundtable is to present the Gap Analysis Report on compliance of national legislation with the Lanzarote Convention and its recommendations, and to engage relevant state institutions in discussing the findings and priority next steps for implementation. It will be followed by a certificate award ceremony for the second cohort of professionals who completed the HELP course.
Conference on combating hate speech and sexism ahead of Parliamentary elections in the Republic of Armenia

Projects: PGG III: Promoting equality and non-discrimination in Armenia
Promoting freedom of expression, media and access to information in Armenia
The participants include representatives of the Central Electoral Commission, Commission on TV and Radio, Council of Public Broadcaster, human rights institutions, political parties (in particular persons in charge of public communication), electoral management bodies, local public authorities, non-governmental and civil society organisations, embassies, anti-discrimination stakeholders, and mass-media (up to 80 participants in total).
* The aim of the conference is to increase awareness among electoral stakeholders and the wider public in the Republic of Armenia on the risks posed by hate speech and sexism in the context of electoral campaigns. The Conference will also explore how these phenomena may manifested themselves during pre-election, election and post-election periods, and how they may affect the effective functioning of the electoral bodies, participation and the integrity of electoral processes. In addition, it will provide a constructive platform to discuss possible improvements and practical measures for preventing and addressing such risks in line with relevant standards.

The participants include representatives of the Ministry of Internal Affairs, including the Deputy Minister, representatives of the Office of the Representative of Armenia on International Legal Matters, including the Head of the Office, as well as representatives of the Court of Cassation, including the Chair of the Criminal Chamber and the Chair of the Administrative Chamber.
* The aim of the visit is to enhance participants’ understanding of good practices in Denmark and Sweden for protecting the right to peaceful assembly, as guaranteed under Article 11 of the European Convention on Human Rights. It will focus on policing public assemblies, including the use of force, the lawfulness and proportionality of police actions, the prevention of torture and ill-treatment, the policing of mass protests, and related accountability and oversight mechanisms.

The participants include judges of the Constitutional Court, advisers to the Constitutional Court, students, constitutional law experts.
*The aim of the workshop is to enhance the capacity of partner institutions to organise youth-oriented events, and deliver training activities that provide students with practical knowledge on how to apply to the Constitutional Court, including through a simulation exercise. The workshop will also address freedom of expression and its limits, particularly in relation to misinformation and disinformation.
