Social media has become a powerful arena for expression, debate, and civic engagement – but also a breeding ground for disinformation, polarisation, and manipulation. Generative AI is now amplifying these dynamics, accelerating the creation and spread of synthetic content, deepfakes, and persuasive narratives at an unprecedented scale.

This session will examine how digital platforms are reshaping democratic life, influencing political beliefs, disrupting trust in institutions, and challenging the balance between freedom of expression and the integrity of public debate. It will explore how mature democracies can respond in a human rights-compliant way, so that online spaces empower citizens rather than undermine them, and do not risk becoming, or appearing to be, lawless arenas.
