The second Steering Committee meeting of the European Union–Council of Europe Joint Action Support to the Electoral Cycle in Albania brought together representatives of the Council of Europe, the EU Delegation to Albania, the Parliamentary and Electoral Cooperation Division of the Parliamentary Assembly of the Council of Europe, Central Election Commission (CEC). The OSCE Presence in Albania, Audiovisual Media Authority and State Agency for Strategic Programming and Aid Co-ordination also attended as observers.
Participants reviewed the Action's first year of implementation and discussed priorities for the next phase, including preparations for the 2027 local elections. Discussions highlighted several areas of support, including the award of seven grants to civil society and media organisations to support greater transparency, inclusiveness and accountability in electoral processes. They also welcomed an assessment of the CEC's regulatory framework for using information and communication technologies in elections, which will inform recommendations for improvement, and the development of an e-consultation platform for structured dialogue between the CEC, civil society and the media. Looking ahead, the Action will continue supporting the professionalisation of the electoral administration through strengthened training and education capacities, tailored methodologies and e-learning solutions, alongside initiatives promoting voter education and inclusive participation.
These efforts will be carried out in co-operation with the Central Election Commission and other relevant stakeholders, considering evolving needs and priorities throughout the electoral cycle.
The Action Support to the Electoral Cycle in Albania is co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
