The Council of Europe supports the digitalisation of the Training Needs Assessment in the Albanian public administration

A significant step was taken today in advancing the modernisation of Albania’s public administration through the improved digital tool for Training Needs Assessment (TNA) for public institutions at the central level, including line ministries and independent institutions.

This digital tool, now upgraded with the support of the Council of Europe, is designed to facilitate and standardise the process of identifying training needs across the public sector. By enabling more accurate and efficient data collection, it supports evidence-based planning of training programmes tailored to the real needs of public servants.

The aim is to promote a methodology based on performance and institutional functions, enabling the collection of data focused on helping better understand and address their capacity-building needs within the public administration.

Addressing the event, the Head of the Council of Europe Office in Tirana, Giulia Re, and the Minister of State for Public Administration and Anti-Corruption, Adea Pirdeni, emphasised the importance of accurately identifying training needs, stressing that without this, capacity-building efforts cannot be targeted, tailored, or ultimately useful.

This initiative is part of Council of Europe`s broader efforts to reinforce institutional efficiency, transparency, and responsiveness within Albania’s public administration, in line with European standards and best practices.

The activity was organised by the Council of Europe in collaboration with the Minister of State for Public Administration and Anti-Corruption and the Albanian School of Public Administration, in the framework of Public Administration Week (30 June – 4 July 2025).
