"At the heart of the Council of Europe’s work are people: their dignity, their rights, and their trust in justice and public institutions, and this is also why the D-REX Action continues to matter." was highlighted by the Head of the Council of Europe Office in Tirana, Giulia Re, during the 5th Steering Committee Meeting of the Action Improving the protection of the right to property and facilitating the execution of ECtHR judgments in Albania” (D-REX III), held on 29 June in Tirana.
Held in a hybrid format, the meeting brought together senior representatives of the Council of Europe, the European Union Delegation to Albania and key Albanian beneficiary institutions, including the Ministry of Justice, the Supreme Court, the Constitutional Court, the High Judicial Council, the State Advocate’s Office, the State Cadastre Agency, the Agency for the Treatment of Property, and State Agency for Strategic Programming and Aid Co-ordination .
This Meeting was an opportunity to discuss with key beneficiaries and partners of the action the future interventions in strengthening property rights while taking stock of the progress achieved. The participants reflected on main challenges and key priorities during the implementation of the action and to ensure continued alignment among partners.
Discussions focused on three strategic priorities of the Action: strengthening institutional co-ordination for the execution of the European Court judgments, reinforcing the capacity of domestic institutions to apply European human rights standards and improving access to justice and public awareness so that all citizens, particularly vulnerable and marginalised groups, can better understand and exercise their rights.
With a shared commitment to strengthening the rule of law, the Action will continue to work closely with government agencies, judicial institutions, and civil society to promote legal certainty, inter-institutional co-operation, and a timely execution of judgments.
This activity is organised within the framework of the Action on “Improving the protection of the right to property and facilitating the execution of ECtHR judgments in Albania”, co-funded by the European Union and the Council of Europe and implemented by the Council of Europe under the “Horizontal Facility for the Western Balkans and Türkiye” programme.
