The criteria in the Terms of Reference state that minimum 10 years of experience is required in the field of international technical co-operation programmes and project management. Does that requirement apply to the legal person or the proposed team? In other words, can a company with less than 10 years of experience apply if the proposed team has more than 10 years of experience in the field?

The bidders’ files will be assessed according to the criteria and on the basis of the documents listed in the Terms of Reference, which include the CVs of the proposed team.
