The Georgian National Preventive Mechanism adopts a new monitoring tool on the treatment of juveniles by the police

Representatives of the Georgian National Prevention Mechanism (NPM) reviewed and adopted a new monitoring tool to observe the treatment of juveniles in police custody, in line with Council of Europe standards and recommendations.

In a 2-day working meeting held on 20-21 July 2022, the participants discussed with Council of Europe consultants the important challenges faced by the NPM when interviewing juveniles in temporary detention isolators and assessing their treatment thereof.

Frequent issues include receiving informed consent, respecting confidentiality rules, assessing the psycho-emotional state of juveniles as well as the treatment of young people with physical and intellectual disabilities. Regular ethical dilemmas and case studies were discussed to offer common solutions in line with national laws, international standards and the concept of the best interests of the child.

This activity was organised within the framework of the Council of Europe Project “Human Rights Compliant Policing in Georgia” (HRCPG) which is designed to address the issues related to effective policing in line with human rights standards, the rights of detained persons and their treatment by police, the treatment of juvenile victims and offenders as well as effective investigation into alleged ill-treatment by police and effective remedies against police misconduct.
