The aim of this tender procedure is to pre-select local consultants in the field of media, gender equality and law, who could support CoE in respective fields in the framework of the project “Supporting Freedom of Media and Internet in Georgia”. Subsequently, the tender is divided into five lots. Each lot defines a maximum number of consultants to be selected per respective lot (see below). Each tenderer may apply for one, several or all lots provided that the tenderer satisfies eligibility criteria set for the lot concerned. Titles of the lots and respective eligibility criteria are the following:
LOT 1 - ETHICAL JOURNALISM (maximum number of consultants to be selected -5 )
- A university degree in law / political sciences / social sciences / international relations / public administration / journalism or related fields;
- At least 5 years of experience in academic work in the field of media;
- Experience in the field of ethical journalism.
LOT 2 - MEDIA LITERACY (maximum number of consultants to be selected -5 )
- A university degree in law / political sciences / social sciences / international relations / public administration / journalism or related fields;
- At least 3 years of experience in the field of media;
LOT 3 - GENDER EQUALITY AND MEDIA (maximum number of consultants to be selected - 4 )
- A university degree in law / political sciences / social sciences / international relations / public administration / journalism or related fields;
- At least 3 years of experience in the field of gender equality/violence against women or related fields.
LOT 4 - MEDIA BUSINESS MODELS AND SUSTAINABILITY (maximum number of consultants to be selected -4 )
- A university degree in law / political sciences / social sciences / international relations / public administration / journalism or related fields;
- At least 3 years of working experience in the field of media;
- Experience in the field of media management.
LOT 5 - FREEDOM OF EXPRESSION AND SAFETY OF JOURNALISTS (maximum number of consultants to be selected -5 )
- A university degree in law / political sciences / social sciences / international relations / public administration / journalism or related fields;
- At least 3 years of experience in the field of law, including international human rights law and practice.
In order to take part in the tender procedure, the tenderer should send electronically the following information:
• A completed and signed copy of the Act of Engagement (See attached);
• A detailed CV, preferably in Europass Format, demonstrating clearly that
- the tenderer fulfills the eligibility criteria for the chosen lot(s);
- the tenderer has an experience or capacity to provide services under the chosen lot.
• Maximum two samples of an article, legal opinion, report, short essay or another relevant text or work recently created by the tenderer, which proves skills and capacity of the tenderer to provide services
under the chosen lot. This document may be submitted in English or Georgian;
• Registration documents, for legal persons only;
All documents shall be submitted in English, except the sample of an article and the registration documents.
