The second module of the Academy for Women Candidates took place on 29–30 November in Banja Luka, bringing together 22 women from across the political spectrum who intend to run in the elections. Over two days, participants had the opportunity to expand their knowledge on the regulatory framework, and strengthen practical skills needed to develop and lead an impactful campaign.
This module focused on what makes a campaign not only visible, but also meaningful. Through a mix of interactive presentations, group exercises, and real-life examples, participants explored how to develop a strong and authentic political narrative explaining who they are, what they stand for, and the impact they hope to deliver.
Opening the module on the first day, Željko Bakalar, member of the Central Election Commission of Bosnia and Herzegovina, shared his insights from the perspective of the election regulatory body. His contribution helped participants better understand the conduct and rules concerning political campaigns, providing a foundation for running a credible and fully compliant campaign.
The Academy for Women Candidates is part of ongoing efforts by the Council of Europe to promote equal political opportunities and strengthen democratic participation ahead of the 2026 electoral cycle. By equipping women with the tools, knowledge and confidence to run effective campaigns, the programme contributes to ensuring that more women’s voices can be heard across Bosnia and Herzegovina’s political landscape.
The Academy for Women Candidates is organised as part of the Council of Europe project “Supporting transparency, inclusiveness and integrity of electoral practice and processes in Bosnia and Herzegovina”, funded through voluntary contributions under the Council of Europe’s Action Plan for Bosnia and Herzegovina 2022-2025.
