The Council of Europe, as part of its Education Strategy 2024-2030, "Learners First", under Pillar 1, "Renewing the Democratic and Civic Mission of Education", has created a toolkit on the right to quality education for all learners, with a focus on creating an inclusive and democratic school culture to support the most marginalized and vulnerable groups.


What is the objective?

This initiative aims to adapt and universalize materials on inclusive quality education, originally developed through various Council of Europe co-operation activities across different countries, making them accessible and actionable for all member states.
 

Why?

The Council of Europe Education Department has been at the forefront of fostering inclusive and democratic school cultures across different member states. Through our capacity-building initiatives, the Council of Europe has been empowering education systems for many years, by developing their competences for democratic culture among educators and promoting active school participation. These efforts span both policy and grassroots levels, including awareness campaigns that resonate with communities.

To ensure long-lasting impact, a comprehensive suite of strategic documents, practical manuals, and educational materials was created, adapted to country-specific contexts. These resources cover crucial topics such as inclusion and inclusive school culture, competences for democratic culture, sustainability, hate speech prevention, children’s rights, digitalization, service learning, and more.

Recognizing the widespread relevance of these issues, the Education Department has been working to adapt these resources for wider use, offering solutions for education professionals, students, parents and wider communities to address everyday challenges in school life.
