Second meeting on the development of the new Committee of Ministers Recommendation on a culture of democracy in Vocational Education and Training

On 12-13 January 2026, the Education Department of the Council of Europe organised the second meeting of experts on the Committee of Ministers Recommendation on Vocational Education and Training (VET), held in Strasbourg and online.

This meeting aimed to discuss the key messages and justifications that will feed into the CM Recommendation on VET and the related explanatory memorandum. The discussion also covered the next steps in the development of this new CM Recommendation, in particular concerning the relevant process of consultation.

Building on the RFCDC Guidance document for Vocational Education and Training and the anthology on Learning Democracy in Vocational Education and Training in Europe (published in November 2025), the Recommendation is part of the Council of Europe’s commitment to implementing the Reference Framework of Competences for Democratic Culture (RFCDC) in VET.

This initiative complements the ongoing work of the European Space for Citizenship Education - Education, promoting democratic values and principles through quality citizenship education.
