The Education Department of the Council of Europe announces the release of a new Anthology, Learning Democracy in Vocational Education and Training in Europe. This publication explores the crucial role of Vocational Education and Training (VET) not only in fostering economic development through the creation of a skilled workforce, but also in preparing learners to participate actively in democratic societies.
Building on the Council of Europe RFCDC Guidance Document for Vocational Education and Training (2024) and in line with the Council of Europe Education Strategy 2024-2030, "Learners First", the publication provides an in-depth analysis of how competences for democratic culture can be integrated into VET systems. It presents numerous examples of policies and practices from across Europe and addresses key topics such as curriculum development, assessment, in-company training, teacher training and continuing professional development, whole-school approach, the involvement of social partners, inclusion, and learners’ participation.
Designed for both policymakers and practitioners, the Anthology is a practical guide to support the integration of competences for democratic culture in VET, contributing to the Council of Europe’s efforts in promoting a culture of democracy and the cultivation of democratic values across European VET systems.
