Council of Europe Showcases Democratic Competences in Vocational Education and Training Across Europe

The Council of Europe has compiled an extensive collection of policies and practices demonstrating how vocational education and training (VET) systems across member states are implementing the Reference Framework of Competences for Democratic Culture.

112 examples of policies and practices from 34 countries are now available online. They illustrate a wide range of national and local initiatives and inspiring practices, shared by the members of the Expert Group on the RFCDC and VET, and the EPAN Network.

The examples are currently presented by countries and by topics, that correspond to the chapters of the publication Learning democracy in vocational education and training in Europe: An anthology (2025).

This initiative forms part of the Council of Europe’s ongoing efforts to provide a clear path forward for the development of a culture of democracy in Europe, recognising the key role of VET in equipping learners, education professionals and trainers to actively engage in learning, teaching and practicing competences for democratic culture in safe and inclusive learning environments.

VET systems should prepare learners not only for employment but also for active participation in culturally diverse democratic societies, recognising that vocational education extends beyond technical skills to encompass the competences needed for democratic citizenship.

The collection of examples will serve as inspiration for VET institutions across Europe seeking to strengthen their democratic education missions.
