Q1: What is the purpose of this Call for Partnerships & Sponsorships?
A: This call aims to support professional events and initiatives that foster creative collaboration and the development of international co-productions of audiovisual works in the form of series, in line with the Council of Europe’s objectives on cultural diversity, freedom of expression and democratic dialogue.
Q2: Who can apply under this call?
A: Applications may be submitted by legal entities organising professional events such as co-production markets, training initiatives, conferences or other relevant industry platforms, provided they meet the eligibility criteria for the specific measure applied for.
Q3: What measures are covered by this call?
A: The call covers three distinct measures:
- Series Co-Production Development Award (SCPDA) – partnership measure
- Series Co-Development Labs (SCDL) – sponsorship
- Culture on Screen – sponsorship measure
Q4: Can an applicant apply for more than one measure?
A: Yes. Applicants may apply simultaneously for SCPDA and Culture on Screen, or for SCDL and Culture on Screen, provided that separate applications are submitted for each measure. Applications combining SCPDA and SCDL are not permitted.
Q5: What is a Contributing Country?
A: A Contributing Country is a country whose institutions provide voluntary financial contributions the Council of Europe. For SCPDA and SCDL, applicants must be established in a Contributing Country.
Q6: What types of events are eligible?
A: Eligible events must have existed for at least two years, take place annually, last at least two consecutive days, involve professionals from at least five Eurimages member states, and demonstrate gender equality and sustainability awareness. Events must be conducted in English or provide adequate English-language working facilities.irmed funding.
Q7: What are the specific requirements for hosting the SCPDA?
A : Events hosting the SCPDA must be professional co-production markets or industry platforms dedicated to series. At least 25 percent of the project line-up must consist of eligible SCPDA projects, with a minimum of five projects, and gender balance must be ensured.
Q8: Who are the eligible beneficiaries of the SCPDA award?
A: The hosted award is intended for independent production companies established in Eurimages member states, presenting international series co-production projects initiated by producers.
Q9: How are jury members selected for the SCPDA?
A: The jury must consist of at least three members, including one Council of Europe staff member and two industry professionals. Gender balance must be ensured and all jury members must sign a declaration of non-conflict of interest.
Q10: What is the objective of the Series Co-Development Labs measure?
A: The SCDL measure supports structured training and capacity-building initiatives aimed at strengthening early-stage co-development and cross-border creative collaboration for series projects.
Q11: What is the Culture on Screen measure?
A: Culture on Screen supports public or professional activities such as round tables, panels, conferences, podcasts or think tanks that explore the cultural, democratic and societal impact of series co-productions and values-based audiovisual works.
Q12: What funding is available under this call?
A: The total available budget is 175,000 euros. This includes up to 100,000 euros for SCPDA partnerships, 45,000 euros for SCDL sponsorships, and 30,000 euros for Culture on Screen sponsorships.
Q13: How are applications assessed?
A: Applications are evaluated based on criteria such as relevance, quality of the proposal, track record and organisational capacity, cross-border impact, communication strategy, and the quality of gender equality, diversity and sustainability measures.
Q14: What documents must be included in the application?
A: Applications must be submitted online and include a signed declaration of compliance with exclusion criteria, legal registration documents, and detailed descriptions of the event and the proposed measure, including methodologies, selection criteria, communication strategies and working languages.
Q15: What is the indicative timeline for the call?
A: The call is published in February 2026, with a submission deadline in early March 2026. Applicants are informed of results in April 2026, agreements are signed between May and October 2026, and supported activities must be implemented by December 2026.
