Q1: Who can apply for the European Series Development Award?
A: The applicant must be the initiating producer of the project and a production company established in a Council of Europe member state. The applicant must be distinct from a media service provider.
Q2: What types of projects are eligible?
A: Only fiction drama series (no docu-series nor animated series) are eligible. Projects must have between 3 and 10 episodes, with a total running time not exceeding 600 minutes. All genres are accepted, provided the target audience is 16+.
Q3: Is international co-production mandatory at the application stage?
A: Applicants must demonstrate a clear ambition to structure the project as an international co-production. This includes identifying at least one producer from another Council of Europe member state and the involvement of at least one additional EBU public service media organisation beyond the applicant’s country.
Q4: What proof of broadcaster interest is required?
A: Applicants must submit proof of interest from a public service media organisation that is a member of the EBU in the applicant’s country of establishment. This proof is mandatory at the time of application.
Q5: Can streaming platforms or private broadcasters be attached?
A: Yes. The call does not exclude the involvement of private broadcasters or platforms. However, the required proof of interest and the first look opportunity apply specifically to public service media organisations holding EBU membership.
Q6: What materials must be submitted with the application?
A: Applications must include a trade registry extract, a declaration of exclusion criteria, a pitch deck, a producer’s note, a development budget, a development schedule with deliverables, and proof of interest from the relevant public service media organisation.
Q7: How are projects evaluated?
A : Projects are assessed on their suitability for international co-production, the level of interest expressed by EBU Fiction Expert Group members, the feasibility of the development budget, and their relevance to cultural, democratic, or educational needs in line with Council of Europe and EBU values.
Q8: What is the selection process?
A: All applications are first reviewed by the EBU Fiction Expert Group, which shortlists five projects. Shortlisted teams are then invited to pitch to a jury composed of representatives from the Council of Europe, the EBU Fiction Expert Group, and an external series co-production expert.
Q9: How much funding is available and how is it allocated?
A: A total of €50,000 is available. The jury may award the full amount to one project or split it between two projects. The funding is provided as a development grant.
Q10: What are the obligations of selected projects?
A: Selected producers must sign a grant agreement with the Council of Europe. Deliverables must be completed within 12 months. The agreement includes a three-month first look opportunity for EBU member public service media organisations.
Q11: In what language should the application and documents be submitted?
A: The application and documents should be submitted in English.
Q12: Is there a limit to the number of projects that a production company can submit?
Yes, maximum 1 per company.
