The main partners and beneficiaries of the Project are the Kosovo Judicial Council, the Kosovo Judicial Institute, the Kosovo Prosecutorial Council, the Kosovo Bar Association, the Constitutional Court, the Ombudsperson Institution in Kosovo, the Ministry of Justice and the civil society.

The main aim is to support the institutional set up and a coherent legislative framework for Kosovo* non-judicial human rights institutions; to enhance transparency and efficiency of the Kosovo* judiciary; and to build the capacity of legal professionals as regards the application of the European Convention on Human Rights in Kosovo*.

The following results are expected:

  • the role and visibility of the Ombudsperson Institution in Kosovo (OIK) in the system of human rights protection is supported and the capacity of its staff to apply European human rights standards when dealing with individual complaints is enhanced. The OIK’s performance under the new law is assessed;
  • expert assistance is provided to the Kosovo* authorities, upon request, on the design and implementation regulations/planning documents related to human rights institutions.
  • the system of assessment of the judicial and prosecutorial performance is in line with European best practices;
  • a case law database is created and used by legal professionals;
  • the European Convention on Human Rights, the case law of the European Court of Human Rights and the other European human rights standards are correctly applied by the Constitutional Court, the ordinary judiciary, prosecutors and lawyers and the overall quality of domestic judgments is improved; the Council of Europe’s HELP Programme tools and training methodology are used by the partners;
  • the human rights component of the Kosovo Judicial Institute training curriculum is assessed and enhanced.

Back Grant Agreement with Constitutional Court of Kosovo* for the upgrade of IT Infrastructure signed in Pristina

On 13 January 2023, under the project “Support to the Constitutional Court in Applying and Disseminating European Human Rights Standards”, a grant agreement was signed with the Constitutional Court of Kosovo*[1]. Its aim is to provide financial support for the upgrade of its IT infrastructure. The agreement regulates the transfer of a grant for a total sum of 80 000 euro to the beneficiary, the Constitutional Court, for the purchase and installation of IT equipment, hardware, and software solutions. It will largely contribute to the advancement of the working methods of its core staff, including judges, legal advisors and concerned professionals of the communication department and support services.

Foreseen upgrades will ensure a more efficient and high-quality case processing and case management, as well as further improve right holders’ access to court. The grant will enable:

  • the upgrade of the electronic case management system,
  • the improvement of website functionalities,
  • the advancement of Voice over Internet Protocol (VoIP) infrastructure,
  • electronic translation services,
  • an increased storage, routing and server capacities.

This Grant Agreement builds on the upgrades implemented in the previous project with the Constitutional Court of Kosovo*. It follows up on an in-depth screening of existing IT systems and needs assessment previously done. This activity is part of a very comprehensive capacity development of the Constitutional Court of Kosovo* to integrate standards set in the European Convention on Human Rights (ECHR).
