The first meeting of Legislation and Policy Working Group was organised online through a videoconferencing platform on 19 October 2020 with a focus on pre-trial detention and procedural safeguards.
First instance and higher court judges, prosecutors and representatives of some departments of the Ministry of Justice (Department of Human Rights Department, Directorate General for Criminal Affairs) took part in sub-groups to work on pre-trial detention, alternative measures to detention and procedural safeguards related to fairness of criminal proceedings with the Council of Europe consultants. Participants exchanged opinion on the development of practical reference tools (guidelines, resource guides, checklists and handbooks) for judges, prosecutors, and the police. It is planned to organise further working group meetings in the support of finalising the tools to be developed.
