Workshop on anonymisation (pseudonymisation) of judicial decisions

On the 29th of November, a workshop on the anonymisation (pseudonymisation) of judicial decisions was held in Paris under the TJENI project.

This workshop gathered more than 40 participants (in person and online), among them representatives of project beneficiaries from Cyprus, Hungary, Lithuania, Poland, Romania and Slovenia, as well as representatives and experts of France, Spain, Austria, Croatia and Portugal).

The workshop provided an overview of available international recommendations and respective case law of the ECtHR and the CJEU on publication of judicial decisions. Then discussions about safeguards and remedies for ensuring the protection of the rights of individuals (including personal data) in relation to online publication of judicial decisions followed the presentation.

Demonstration of available tools for anonymisation in different countries was followed by discussions about machine learning and natural language processing technologies, including retrieval model and risks of re-identification.

Finally, some questions related to interoperability between different IT systems and cybersecurity were touched upon.

The event provided a platform for exchanges on complex questions related to the online publication of judicial decisions for fostering the transparency and accessibility of justice.

The TJENI project is implemented by the Council of Europe and funded by Iceland, Liechtenstein and Norway through the EEA and Norway Grants Fund for Regional Cooperation.
