Ukrainian stakeholders and international experts discuss reparations for damages, losses, and injuries resulting from the aggression of the Russian Federation against Ukraine

The Council of Europe, the International Organisation of Migration (IOM) and the United States Agency for International Development (USAID) organised a high-level roundtable on "Reparations for Damages, Losses, and Injuries Resulting from the Russian Federation’s Aggression against Ukraine."

Held in Warsaw, Poland, the event provided a platform for in-depth discussions regarding the progress of reparations and compensation efforts, facilitating coordination among various initiatives, as well as the international Register of Damage Caused by the Aggression of the Russian Federation Against Ukraine. The roundtable gathered a wide range of international experts and Ukrainian national authorities, including the Ministries of Justice, Community Development, Territories and Infrastructure, Social Policy, General Prosecutor’s Office, Parliamentary Committees, the Supreme Court and Ombudsperson’s Office, as well the NGOs.

The exchange focused on key issues on implementation steps recommended by the Council of Europe in its expert report “On Remedies and Redress Mechanisms for War-affected Individuals in Ukraine”. It aims to assist the Ukrainian authorities in their efforts to provide victims-centred remedies and redress, rooted in the European Convention on Human Rights, the case-law of the European Court of Human Rights and the recommendations of the Council of Europe Committee of Ministers, as well as international humanitarian and customary international law. The Roundtable also aimed at fostering coherence, complementarity, and interoperability between relevant domestic mechanisms and the Register of Damage in line with the “Riga Principles”.

The event provided a fruitful platform for sharing expertise and experience from national authorities and international organisations towards a more comprehensive and effective framework for providing redress to victims of the war.

The Roundtable was organised by the Council of Europe, the IOM and the USAID, in the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recover and Reconstruction” for 2023-2026.
