Back Prevention of Corruption and Preferential Treatment in Places of Deprivation of Liberty

On 1 November, project organized training of the National Preventive Mechanism against Torture (NPM), on Monitoring Corruption and Preferential Treatment in Places of Deprivation of Liberty. It was organized in hybrid format following development of the respective manual supported by the project.

NPM was trained on the comprehensive training manual which is the first anti-corruption handbook that integrates perspective of the national monitoring body, and its role in detection and reporting of the corruptive practices in places of deprivation of liberty. It was developed in line with international and national anti-corruption standards and brings concrete guidelines and tools for the NPM on how to identify and assess the risks for potential corruption in the prison setting, and further report on the allegations through referral system in place.

The project will further disseminate manual through South-eastern Europe NPM Network, to serve as a reference material for training of the national monitoring bodies in prevention of torture and ill-treatment to effectively monitor corruption and preferential treatment in places of deprivation of liberty, as well as for training of prison management, correctional staff, prison inspectorate, prosecution, and other relevant stakeholders in the referral system. The project "Strengthening the Kosovo Institution in Fight against Torture, Ill-treatment and Other Degrading Treatment" is funded by Norway and implemented by the Council of Europe.
