Back Monitoring Mental Health and Social Care Establishments

 On 7-9 August 2018, project team organized practical part of the training on Monitoring mental health and social care facilities, as a follow up to respective 4-day theoretical module delivered in the first week of June 2018. 

Two international trainers, Ms Olivera Vulić, member of the Committee for Prevention of Torture (CPT) in respect of Montenegro, and Mr Clive Meux, distinguished CPT expert in forensic psychiatry, provided on-job coaching to the team of the National Preventive Mechanism against Torture (NPM) during their official visit to selected social care facilities including Special Institute in Shtime, House for children with mental disabilities in Shtime and House for elderly people in Pristina.

Monitoring aspects included treatment of residents and material conditions in establishments including food, hygiene, bedding and sanitary conditions, access to medical care and outdoor activities as well as legal and procedural aspects of placement. Trainees interviewed residents and discussed with staff and management of visited facilities and shared preliminary findings with directors. The visits will be used for drafting the official report on situation in these institutions with set of recommendations for relevant authorities.  

The project Strengthening the National Preventive Mechanism in Kosovo*  is funded by the Council of Europe, Swiss and Norwegian governments and implemented by the Council of Europe, in close collaboration with Ombudsperson Institution.
