Back Impact Monitoring of Morocco's National Action Plan on Democracy and Human Rights (PANDDH): Task force devises 28 key indicators on governance, rule of law, and non-discrimination

Morocco has embarked on a process of transformation, marked by the adoption of a new Constitution, along with a vast reform package that is reflected in the National Action Plan on Democracy and Human Rights (also known after its French acronym, PANDDH). An effective monitoring strategy is a critical factor in the success of such undertaking.

At the occasion of their second meeting in Rabat, from 5 to 6 December 2019, a task force of twenty representatives from key ministries and sub-national entities finalised a proposal of impact indicators and means of verification concerning 3 themes at the heart of the PANDDH: governance, rule of law, and non-discrimination.

The key indicators will shed light on the overall impact of the Action Plan at level of citizens. They will also function in complementarity with other tools geared at individual follow-up for each of the 435 measures foreseen by the PANDDH. 

The Action Plan will be the topic of further discussions in Strasbourg at the beginning of 2020, as a Moroccan delegation will come to meet a range of Council of Europe experts, and present their country’s experience in strategic planning for human rights.
