Back Human rights indicators, local ownership: Moroccan delegation exchanges ideas with experts and peers on way forward for Action Plan

Action Plans are gaining new momentum as means of stirring action and bringing more coherence to governments’ efforts to protect human rights. The breadth, format, and lead institution for Action Plans may vary, but most countries are dealing similar challenges: How shall priorities be established? How to strike the right balance between strategic aims and concrete targets? What are the best ways to follow-up on implementation, and what resources are required to do this?

These topics featured high on the agenda of the visit of the Moroccan PANDDH task force (The inter-institutional task force in charge of following-up on the National Action Plan for Democracy and Human Rights (PANDDH)) to Strasbourg this week. The group met with practitioners from Finland, Sweden and Scotland-United Kingdom, who shared their countries’ experiences, examples of impact, and lessons learned from the implementation of similar Action Plans. 

As Morocco pursues a strategy of “advanced regionalisation,” the role of local authorities featured prominently in discussions. The delegation also sought the perspective of Council of Europe experts on a variety of topics linked with the dashboard being developed, ranging from tools to measure inclusion to indicators of the quality of justice.
