The Committee of Ministers of the Council of Europe has the final responsibility in the monitoring of the Framework Convention (see Article 26 of the FCNM). It adopts country-specific Resolutions, which are largely based on the Advisory Committee’s Opinions.

The complementarity between these two bodies is therefore essential for the monitoring exercise.

The Committee of Ministers also determines a number of procedural rules relating to the monitoring of the Framework Convention (see Resolution CM/Res(2019)49).

All decisions of the Committee of Ministers related to the FCNM are prepared by a sub-committee of the Committee of Ministers called the Rapporteur Group on Human Rights (GR-H).
