GREVIO publishes its report on Luxembourg

Today, the Council of Europe Expert Group on Action against Violence against Women and Domestic Violence (GREVIO) published its baseline evaluation report on Luxembourg.

The report contains a comprehensive analysis of the implementation of the provisions of the Istanbul Convention in Luxembourg. It acknowledges the steps taken by the country to comply with the treaty and identifies areas where progress is still needed.

GREVIO highlights several positive legal and policy measures taken by the authorities of Luxembourg, which demonstrate firm resolve to prevent and combat domestic violence and to promote gender equality. These positive developments include in particular measures to evict perpetrators of domestic violence from their homes, the setting up of a solid network of specialist support services for victims of domestic violence and legislative amendments with a view to improve compliance with the Istanbul Convention.

Despite these achievements, GREVIO observes a number of issues where improvement is warranted. It stresses in particular the insufficient recognition of the gender dimension in policies to combat violence and domestic violence. The report also underlines the need for more policies and measures to support women victims of forms of gender-based violence other than domestic violence, the need for a 24/7 specialised helpline and for specialised services for women victims of sexual violence.
