On 25 October 2024, the Violence against Women Division organised a follow-up round table on the implementation of the Istanbul Convention in Poland, aimed at promoting national synergies in addressing violence against women. The meeting provided the unique opportunity to take stock of and discuss progress, remaining challenges and ways forwards in order to comply with the findings of the Group of Experts on Action against Violence against Women and Domestic Violence (GREVIO) baseline evaluation report on Poland published on 16 September 2021, as well as the recommendations of the Committee of the Parties to Poland adopted on 7 December 2021.
The meeting gathered 25 public representatives from all relevant sectors, as well as women’s NGOs offering specialist support services and advocacy, alongside representatives of intergovernmental organisations such as UNHCR, OSCE and WHO. It was opened by the Minister of Equality, Katarzyna Kotula, who highlighted the steps undertaken by the Polish authorities in recent months to strengthen its laws, policies and measures to sanction violence against women and improve the range of support and protection measures available to women victims beyond domestic violence.
The participants exchanged on improvements and measures to be taken to ensure the provision of specialist support services and protection for all victims, including women and girls at risk of multiple forms of discrimination, as well as effective access to criminal justice for women suffering gender-based violence. The panel discussions also showed the need to strengthen the design of comprehensive and co-ordinated policies to prevent and combat violence against women that would serve all women and girls in Poland, including those currently facing significant barriers to accessing support, protection and justice such as women with disabilities, migrant and refugee women, women in prostitution and LBTI women.
As a next step in the monitoring, the Polish authorities are requested to report to the Committee of the Parties by the end of 2024 on the implementation of its recommendations. In 2025, Poland is expected to undergo the first thematic evaluation procedure by GREVIO on the theme of “Building trust by delivering support, protection and justice”.
