The “Building structures for intercultural integration in Cyprus" project is looking for a consultant(s) to prepare a baseline overview and assessment of the state of integration policies and of the state of community cohesion/social integration in Cyprus.

The project aims to contribute to the integration of migrants in a range of areas including participation, education, cultural and social life, urban planning, business, access to the labour market, anti-discrimination and multilingualism.

Five regional integration networks – based around the cities of Ammochostos (Paralimni), Larnaka, Limassol, Nicosia, and Paphos – will be established by the project. In order for the networks of stakeholders to be able to develop local/regional integration policies in an evidence-based manner, an analytical review of the integration policies – actions, time-lines, resources, stakeholders involved - and the level of community cohesion will be carried out by the consultant(s) using the Intercultural Cities index benchmarking tool, existing data and making interviews and surveys if needed.

The baseline report should include:

  • An analysis of the integration policy in Cyprus in the past 10 years (and currently) in terms of goals, resources, structures and actors involved in their development and implementation, level of implementation and results. Particular attention should be paid to the interplay between national and local level policies and challenges related to that.
  • An analysis of the state of community cohesion in each of the five regions based around the cities of Ammochostos (Paralimni), Larnaka, Limassol, Nicosia, and Paphos. This analysis should look into the levels of segregation of migrants from mainstream society and their involvement in all areas of life, the mutual perceptions between migrants and the host community, attitudes of openness or rejection, and expressions of negative stereotypes and hatred, including violence.

Questions and answers

Q. We intend to apply as a collective team and want to know if and how we can submit a joint application for this as two independent contractors, or if you could suggest how best to go about this.

A.  As is mentioned in the Terms of Reference: “The tenderer must be either a natural person, a legal person or consortia of legal and/or natural persons.”  Further information on applying as a consortium can be found in the Act of Engagement, under Section C Legal Conditions, Article 10 Consortium.


Q.  On page 3 of the AoE document.. Is the price of 6000 euros found in the exclusion level column the maximum tender offer that we can request or the price is printed in the column as a way of example?

A.  As is mentioned on page 2 of the Act of Engagement “Tenders proposing a fee above the exclusion level will be entirely and automatically excluded from the tender procedure.”  In this call for tender the exclusion level has been set at 6000 euros.
