The Country Cooperation (CCU) and Hate Speech and Hate Crime (HSCU) Units run extensive programmes of cooperation activities to help combat discrimination, hate speech and hate crime, as well as support the empowerment of minorities, the positive management of diversity and respect of human rights, including in the deployment of digital technologies, algorithmic and artificial intelligence systems.

Call for proposals: support to civil society organisations (CSOs) for fighting discrimination based on sexual orientation and gender identity in Montenegro

Within the framework of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye” (Horizontal Facility III), and its Action “Combating hatred and intolerance in Montenegro”, a new call for proposals has been launched to support civil society organisations (CSOs) in addressing discrimination based on sexual orientation and gender identity.

The call aims to co-fund local projects and initiatives implemented by CSOs in Montenegro. It seeks to strengthen concrete responses to discrimination affecting LGBTI persons, while promoting equality, inclusion, and respect for human rights at the local level. Selected projects will contribute to the implementation and follow-up of key recommendations issued by the European Commission against Racism and Intolerance (ECRI), as well as other relevant standards of the Council of Europe.

Proposed actions may address a range of priority areas, including the development and implementation of inclusive local strategies for LGBTI persons through participatory democratic processes, the creation of counter-narratives to combat hatred and intolerance, and the promotion and protection of LGBTI rights in key sectors such as health, education, mental health, free legal aid, media, sports, and public administration.
