The Country Cooperation (CCU) and Hate Speech and Hate Crime (HSCU) Units run extensive programmes of cooperation activities to help combat discrimination, hate speech and hate crime, as well as support the empowerment of minorities, the positive management of diversity and respect of human rights, including in the deployment of digital technologies, algorithmic and artificial intelligence systems.

Building AI literacy and anti-discrimination capacities in Finnish public administration and key stakeholders

On 27 January 2026, the second edition of the training course “Artificial Intelligence and Anti-Discrimination” was launched in Helsinki. The course includes a two-month online component alongside a series of training events. This interactive training will equip key public officials with tools and knowledge to identify, prevent, and address algorithmic discrimination.

The course is developed as part of the project “Upholding equality and non-discrimination by Equality bodies regarding the use of artificial intelligence (AI) in public administrations”. The project is co-funded by the European Union through the Technical Support Instrument and implemented by the Council of Europe in co-operation with the European Commission

Other project partners are three European equality bodies: the Non-Discrimination Ombudsman (Finland), the Interfederal Center for Equal Opportunities (Unia, Belgium), and the Commission for Citizenship and Gender Equality (Portugal). 

The second edition builds on the previous training, implemented in 2025. The two courses aim to increase skills and knowledge of 140 public officials and other key stakeholders in Finland. Tiina Valonen from the Finnish Non-Discrimination Ombuds office highlights the importance of the training course: “Public officials have a responsibility to prevent discrimination and promote equality in the deployment and use of AI. Through this course, key stakeholders will strengthen their understanding of both the risks and opportunities AI presents for advancing equality and non-discrimination”.
