The Training of Trainers (ToT) was successfully implemented on 15 and 16 November 2022 in Zagreb, Croatia under the “Project 21HR21 Promotion of the rule of law and fundamental rights through high-quality online trainings in the Croatian judiciary”. The training was organised in cooperation with the project partners – the Judicial Academy of Croatia and the Office of the Representative of the Republic of Croatia before the European Court of Human Rights (the project beneficiaries). The ToT participants were the Judicial Academy staff and trainers. The training focused on the methodology of on-line trainings development and delivery, as well as practical digital skills on the use of an e-learning platform. The workshop included a specific thematic focus on trainings in the field of human rights and rule of law.
In total 21 participants, judges and prosecutors, from all over Croatia, as well as representatives of the project beneficiaries attended the two-day training which was held by four tutors: Eva Massa, Lawyer and Training Consultant; Douglas Maxwell, Project Officer, HELP, CoE; as well as Daniela Vieira and Hugo Domingos, E-learning consultants of Blended Training Services from Portugal. In addition, a special presentation was given by Kresimir Kamber, Lawyer at the Directorate of the Jurisconsult of the ECtHR on the ECtHR Knowledge-sharing platform (newly launched tool of the ECtHR sharing Convention case-law knowledge, complementing the existing information tools). All participants were equipped with laptops and trained on the HELP Moodle platform, in order to be prepared for the use of the new Judicial Academy Moodle platform from 2023 onwards.
The Project “Promotion of the rule of law and fundamental rights through high-quality online trainings in the Croatian Judiciary” is implemented by the Council of Europe (CoE) in cooperation with the European Commission DG REFORM and is aimed at providing support to the Judicial Academy of Croatia to improve the methodology, tools and expertise to design and deliver high-quality training. The Croatian judiciary should be strengthened through development of remotely accessible training resources, and specifically through training focusing on the existing standards in the field of human rights protection and the rule of law, and their practical application.
