The Project “Promotion of the rule of law and fundamental rights through high-quality online trainings in the Croatian Judiciary” implemented by the Council of Europe (CoE) in cooperation with the European Commission DG REFORM is aimed at providing support to the Judicial Academy of Croatia to improve the methodology, tools and expertise to design and deliver high-quality training. The Croatian judiciary should be strengthened through development of remotely accessible training resources, and specifically through training focusing on the existing standards in the field of human rights protection and the rule of law, and their practical application.

For this purpose, in spring 2022 an assessment of the existing digital tools and services of the Judicial Academy was conducted as a joint initiative of the Council of Europe and Project beneficiaries: the Judicial Academy of Croatia and the Office of the Representative of the Republic of Croatia before the European Court of Human Rights.

The Digital Tools Assessment (DTA) entailed a review of the e-learning capabilities and practice of the Academy, with a specific focus not only existing resources but also on the new e-learning system that is being delivered to the Academy.

The assessment considered the past practice of the Academy regarding online trainings and the present context for online learning demands; presented the new e-learning system’s functionalities and operating environment, with a detailed examination of the various features available to support online trainings; and provided a series of recommendations for the best implementation of the new system and its potential upgrade in the future. The DTA report contains 22 recommendations which are further categorised by priority and time scale as regard their implementation, and with a mind to the eventual update of relevant digital training tools.
