Labour rights as human rights: HELP online course launched for 50 Bosnian legal professionals

The launch of the Council of Europe HELP online course on Labour rights as human rights for Bosnian legal professionals was held by videoconference on 14 October 2021. The even was organised with the support of the EU and Council of Europe joint action “HELP in the Western Balkans” in co-operation with the Centre for Judicial and Prosecutorial Training of Federation of Bosnia and Herzegovina and the Centre for Judicial and Prosecutorial Training of Republika Srpska.

Participants were welcomed by Arben Murtezic – Director of the Centre for Judicial and Prosecutorial Training of Federation of Bosnia and Herzegovina, who stressed the role of the HELP Programme and the importance of its well-established training methodology.

Following a presentation of the HELP Programme and its main components, Amaya Ubeda de Torres – Department of the European Social Charter of the Council of Europe, introduced participants to the European system of protection of labour rights.

Finally, Elma Veledar Erifagic – HELP tutor, illustrated the practical aspects of the course implementation and the content of the Bosnian version. Following the launch event, the HELP online course will be implemented through the Council of Europe HELP platform over a 2-month period.

The HELP course on Labour rights and human rights covers in an interactive way the key concepts, the European system of protection of labour rights (stemming from the CoE and the EU, the case-law of the European Court of Human Rights (ECtHR) and the Court of Justice of the European Union (CJEU) as well as the decisions of the European Committee for Social Rights (ECSR).

The course is composed by nine modules and it is currently available to all users in English:

  1. Introduction
  2. Right to work and employment relationship
  3. Working time and rest periods
  4. Fair remuneration and protection of wages
  5. Termination of employment
  6. Equality and non-discrimination
  7. Collective labour rights
  8. Occupational safety and health
  9. Trafficking in human beings for the purpose of labour exploitation.

The event was organised within the scope of the regional action “HELP in the Western Balkans” which is a part of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”, implemented by the Council of Europe.
