Back Council of Europe HELP training of trainers in Turkey

With the aim to expand the pool of HELP certified trainers in Turkey for future implementation of HELP courses, two training-of-trainers (ToT) sessions were organised in Ankara on 24 and 28 May 2019. Certified trainers will be able to implement courses developed by the Human Rights Education for Legal Professionals (HELP) Programme of the Council of Europe, and available online at the HELP e-learning platform.

The first ToT session was organised in cooperation with the Justice Academy of Turkey. Training needs for judges and prosecutors at the national level in cooperation with the respective national institution may be covered through the above mentioned HELP pool of trainers.

The participants to this session included judges from the Academy of Justice of Turkey. They had the possibility to receive a thorough introduction to the HELP Programme and the e-learning online platform by Seran Karatari Köstü, Judge, Human Rights Department, Ministry of Justice of Turkey. Musa Toprak, HELP Info Point in Turkey accompanied by Gamze Gül Çakir Kiliç, certified HELP national tutor in Turkey, presented and discussed with the participants previous experiences with the HELP Programme and its vast online course selection on Human Rights issues.

The second ToT was organised under the framework of the EU-Council of Europe Joint Project on “Strengthening the Capacity of Bar Associations and Lawyers on European Human Rights Standards". The training was delivered by the Moscow HELP team for 5 Turkish academicians (associated professors) responsible for the upcoming national adaptation of the HELP courses in Turkey. The training was aimed at better understanding by the participants of the HELP methodology, specific issues of adaptation and tutor’s work on the HELP e-platform. The focus was on understanding how the HELP e-learning platform works and how to develop a national version of any given HELP "model" course. Apart from the identical translation into Turkish of the HELP "model" course containing the international/European standards and case law, the national (in this case Turkish) version also covers the relevant laws, jurisprudence and practices. Musa Toprak also made a presentation describing the role of HELP tutors.

After the completion of specific assignments, the participants will be certified by the HELP Programme.
