Effective prevention and combating of violence against women and domestic violence requires clear legal frameworks, coordinated institutional action, and practical protection mechanisms for victims.
On 14 May 2026, the first 2026 workshop of Thematic Group II – Criminal Prosecution / Coordinated Policies was held in Florești. As part of the policy coordination mechanism led by the National Agency for the Prevention and Combating of Violence against Women and Domestic Violence (ANPCV), Thematic Group II contributes to monitoring the implementation of the National Programme on Preventing and Combating Violence Against Women and Domestic Violence for 2023–2027, while identifying gaps and formulating recommendations to improve legislation and public policies.
The event brought together 45 participants (39 women and 6 men) representing local public authorities, law enforcement institutions, and social services.
The workshop provided a platform for discussing institutional cooperation and coordinated responses to violence against women and domestic violence. Particular attention was given to the legislative amendments introduced through Law No. 252/2025 on the amendment of certain legal acts, which entered into force on 14 February 2026, and their implications for institutions involved in prevention, investigation, and prosecution.
Participants also discussed the draft Government Decision approving the Intersectoral Cooperation Mechanism Guideline for the identification, assessment, referral, and assistance of victims and potential victims of violence against women and domestic violence. The guideline aims to strengthen cooperation among institutions involved in victim support and protection.
The conclusions and recommendations from the workshop will be included in the Thematic Group’s report and submitted to the National Coordination Council for the Prevention and Combating of Violence Against Women and Domestic Violence.
The activity was organised by the National Agency for the Prevention and Combating of Violence against Women and Domestic Violence, with the support of the Council of Europe project “Supporting the Implementation of the Istanbul Convention in the Republic of Moldova – Phase II ”.
