On 28-29 April 2026, 23 civil servants the Ministry of Social Policy, Family, and Unity of Ukraine, the Ministry of Foreign Affairs of Ukraine, the National Police, and others, enhanced their professional competencies in gender equality and gender mainstreaming.
The training was designed to provide civil servants with practical tools and methodologies for effectively promoting gender equality and integrating gender perspectives across all policy and project domains and phases. It also aimed to enhance their capacity for collecting, analysing, and applying disaggregated data and gender equality statistics to support evidence-based local gender equality initiatives. Finally, the programme focused on strengthening civil servants’ abilities to mainstream gender considerations into budgeting, legal drafting, service provision, and public consultations.
The newly acquired knowledge and skills will empower professionals to further the implementation of European and international standards on gender equality, in particular the Council of Europe’s Gender Equality Strategy 2024–2029.
The training was based on the publication “Gender mainstreaming in action: A handbook for local gender related coordinators in Ukraine”. The handbook offers specific guidance and resources for civil servants and seeks to empower them in their daily work through practical tests, definitions, case studies, and examples of good practice.
This event was organised in joint efforts with the National Social Service of Ukraine, within the framework of the project “Combating Violence against Women in Ukraine – Phase III” (COVAW-III) which is part of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023-2026.
