The Pathways to end Violence against Women - Mission Driven Initiative (Pathways Initiative) has been launched by the Council of Europe through EEA and Norway Grants and will run through 2030. It aims at strengthening the protection of women's human rights in line with the standards set by the Council of Europe in fifteen EU countries.
The Pathways Initiative focuses on two key aspects: strategic advising on ending violence against women and reinforcing the SYNERGY Network against gender-based and domestic violence, both rooted in Council of Europe standards. Pathways is designed to complement EEA and Norway Grants' focus on domestic and gender-based violence in Bulgaria, Croatia, Cyprus, Czechia, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Slovakia, and Slovenia.
Pathways aims to address forms of violence against women including physical violence, sexual violence, psychological violence, stalking, forced marriage, female genital mutilation, forced abortion and sterilisation, sexual harassment, economic violence, and digital violence. The initiative emphasises regional cooperation and knowledge sharing, particularly through the SYNERGY Network which is coordinated by the Norwegian Ministry of Justice and Public Security.
This initiative builds upon Council of Europe partnership over the past two cycles of the EEA and Norway Grants. Through extensive, long-standing co-operation, the Council of Europe and the EEA and Norway Grants support member states in implementing European standards.
