A new edition of the Council of Europe publication “Combating violence against women and domestic violence: A practical guide for police officers” has been released in response to the continuing challenge of the war in Ukraine, as well as recent important developments in Ukrainian legislation as regards combating gender-based violence against women.

This publication presents comprehensive guidance for the National Police of Ukraine on how to address cases of violence against women and domestic violence according to international standards and promising practices throughout Council of Europe member states. It features a wide variety of useful information, including assessment of potential risks for victims of violence against women, the specificities of questioning child victims and witnesses of domestic violence, recent contact details of hotlines and facilities where victims of domestic violence may find physical, psychological support and legal assistance, etc.  In addition, a new section of this Guide is focused on conflict-related violence against women, including sexual violence.

The updated edition of the guide for police officers is intended for practical application by Ukrainian law enforcement, civil society organisations working in the field of human rights, government institutions in charge of implementing measures to prevent and combat violence against women and domestic violence in Ukraine, as well as academics. 

The new edition of this publication is made available through the project “Combating violence against women in Ukraine – Phase II” (COVAW II).
