HELP Course on Women’s Access to Justice – Working Group Meeting

A new e-learning course on women’s access to justice is being developed and will provide a tool for the promotion of gender-sensitive justice in the Council of Europe member states. On 28-29 March 2018, a group of experts from the United Kingdom, Georgia and the Republic Moldova came together with the regional project “Strengthening Access to Justice for Women Victims of Violence in the Eastern Partnership Countries” and the Council of Europe HELP Programme (Human Rights Education for Legal Professionals) in order to kick off the development of the course.

Course participants such as lawyers, judges, prosecutors, and members of civil society, will be able to improve their knowledge and skills on relevant UN, CoE and EU standards dealing with women’s human rights and gender equality, relevant case-law and established good practices.

With a growing recognition that the laws, procedures and judicial mechanisms have been traditionally designed without taking into account differences in women’s and men’s experiences, governments and civil society across Europe have made progress in promoting legislative and policy reforms. In a number of countries, resources have been set aside towards better guaranteeing equal access to both legal protection and effective remedies for violations women experience disproportionately or differently as women. Many challenges still remain, including the capacity of legal professionals to incorporate relevant standards and practice in their work.

The HELP course will cover the following themes:

  • Barriers to Women’s Access to Justice
  • International and Council of Europe Legal Framework
  • Gender-based Discrimination
  • Gender Stereotyping
  • Roles and Duties of Legal Professionals
  • Practical Implications

The general English course will be accessible for free on the HELP online platform. Its completion is planned for the second half of 2018. National adaptations of the course will be developed and launched in 2019.
