Since the launch, in 2011, of the Council of Europe's policy towards neighbouring regions, particular attention has been paid to the promotion of European and international standards, and related good practices, in the fields of gender equality, combating violence against women and domestic violence, fighting trafficking in human beings and the promotion of children's rights, especially the protection of children from sexual exploitation and abuse in the Southern Mediterranean.

Within its projects in the Southern Mediterranean region, the Council of Europe aims to create long-term institutional mechanisms aimed at consolidating the use of these standards in the daily work of the stakeholders involved according to a multisectoral cooperation approach. Networking between stakeholders, whether at the national or regional level, is also promoted along the same lines.

To support the implementation of the project, the Council of Europe is looking for a maximum of 75 service providers with specific expertise in the above-mentioned fields. The experts selected from the different lots of this invitation to tender may also be recruited for similar projects implemented by the Council of Europe in the future.
