Armenia has taken important steps to ensure effective system for working with perpetrators of domestic violence, introducing new frameworks and professional tools to support safe and accountable interventions.
To support these efforts, the Council of Europe conducted the study “Analysis of the Legal and Policy Framework for Domestic Violence Perpetrator Programmes in Armenia.” The assessment reviewed the national framework against European standards, particularly Article 16 of the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence (Istanbul Convention), and offered recommendations for further strengthening. While recognising Armenia’s progress, the study highlights the need for clearer operational guidelines, stronger inter-agency co-ordination, improved referral pathways, and standardised tools to ensure safe, effective, and accountable interventions.
The report’s recommendations aim at supporting Armenian authorities to fully operationalise its new framework, strengthen institutional capacities, and ensure that perpetrator programmes remain victim-centred and contribute to preventing reoffending.
The study was developed as part of the Council of Europe project “Ending Violence Against Women and Promoting Gender Equality in Armenia” (Phase II), under the Council of Europe Action Plan for Armenia 2023–2026.
